Normal industry guidelines RE exterior painting in winter?
I’m being forced to paint the exterior of home during winter due to peeling and flaking paint but I’ve not been able to find painter.
I’m being forced by the county housing inspector.
Who is forcing you? You can paint in winter but the weather must be nice so the paint can dry and the night can’t freeze.

Latex paints typically need temperatures that are higher than 50′ F to stick and dry. Alkyd paints can tolerate a little lower temperatures- maybe low 40s.
There are house paints that are made specifically for cold weather conditions that you can use, but they are a special order item and will be more expensive. I know Glidden has a cold weather paint, so call your local paint store and see if they can order it for you (not the big box stores, they won’t have a clue).
