Painting exterior cured poured foundation walls?

I do not need to stop moisture, just improve the exterior appearance.
What is the best paint/sealer/primer for this that lasts well?

On another house, I used a thick stucco-like paint with fibers, put on with a brush or trowel that lasted forever. The company no longer has a number. Does anyone know of a current product like this?

Peabe, I know you state that you don’t have moisture issues, but when I coat an exterior foundation wall, moister barrier needed or not, I use "UGL Dry-Loc" just for the insurance – http://www.ugl.com

They do also have their masonry paints and other coatings for you to consider, so have a look by using the link above. UGL has been around for years and has always been the leader, and in my professional opinion, the best in masonry coatings and applications.

    There are paints for masonry, but any high quality, brand name exterior latex paint will work. It will say as much right on the label. You wash the surface first with TSP cleaner. You can find it in any paint/ hardware store. Wash the surface. Let it dry. Prime it, and then paint it. You use a thick, nappy roller brush. I think a paint store could help you with making the paint appear as stucco.

    I would just make sure the wall is clean (power wash it) and then use a good cement grade paint. They make many good oil based products that are very reasonabley priced.
