Latex is fine, as long as the surface is prepped before painting. If it isn't, it won't matter if you use oil or latex, both will flake off. Loose paint must be scraped off, any holes must be patched, rotted boards must be replaced, windows and doors caulked, then prime bare spots and paint. if changing colors drastically, or if the paint is in bad shape, prime the whole thing. Primer can be tinted if you are painting a dark color. Hope this helps.
References :
If your house has a million coats of paint on it, then you would want to use an oil based paint. Paint does not have a brain, and if it is quickly flaking off, this is an indication that moisture is present. It may be the case that a primer is needed along with a good sanding prior the primer, and then a better than average exterior grade paint, sheen is irrelevant. good luck.
