Absolutely. We put Pergo down in our backroom over our linoleum (cleaned well and pad down) and it's been fine for over two years now. :) Good luck!
References :
I wouldnt recommend putting a floating floor over tile, it would be best to remove the tile.. but in my experiance, I don't see that there would be a problem putting it over the tile.
(no flooring company allows their employees to install any type of floor over tile)
References :
Hardwood, Laminate, and Tile Installer - 6 years

As long as the tile is firmly on the surface, it should be fine. You should have no problems.
References :
I come from a working family. mom and dad both constructors

No. In these type of projects it is best to do it right. If you have the money, it should not cost to much to have a professional remove the tile and prep the floor. They have a jack hammer type tool that can take the tile up real quick and grind down the cement.
Or depending on the installation, you can rent a tile removal stick. They might come up real easy.
Considering the materials and labor of the wood installation, you want a good foundation.
Also if you put wood on tile you might have problems with doors, cove base, trim and other areas fitting properly.
References :
yes. When installing laminate you will put a foam pad down first. Just make sure the floor is clean
