get a bonding primer have it tinted to a shade that can match as close as you can to the paint your putting on the wall I'm will to bet you are using semi gloss if reds can be a tough color to cover if you are using semi gloss paint your walls the first coat in flat paint the reason for this is flat paint has more pigment (hiding ability) were as when making semi gloss they have to leave some pigment out so they can use more resin so the paint is shiny hence the gloss paint does not cover as well
References :
painting contractor 13 yrs painter 20 yrs

Have you checked the Kilz label to see if it covers a 'slicked' surface? It may have trouble bonding to the wall if it were not cleaned of an oil, shellac or plasticene surface.
Try sanding a very small portion of the surface that does not accept the Kilz; repaint and check for any difference in bonding; If so, the entire spot would have to be sanded, repainted.
If not, check the point store help for experience/advice.
References :
It sounds like there might be something on the wall preventing the paint from sticking (for lack of a better term.) I would try to wash down the wall, to see if you can get rid of whatever is on there.
