That's ridiculous! A new home comes with a 1 year warranty, they don't want it altered...yada yada yada. Paint the wall, if settling occurs, you'll do the paint t/u if they won't, after they do any warrantable drywall repairs. It belongs to you, enjoy!

I must clarify, if you can paint it before you move, then do. The builder's paint is rather lightly sprayed and it will serve as a primer.
References :
Worked for top 5 nat'l. bldr 10 yrs

Wait until you're sure it's been primed with paint primer or until you've primed it yourself and it is completely dry.
References :
My horrible experiences with trusting contractors who lied and said the walls were ready to paint.

it doesn't matter. paint it right away. Yes the house might settle and there may end up being craks that need to be repaired but you can always repaint the area after you repair it. If it does settle you are going to have to repair it anyways. So it makes no difference when you paint it. Paint it now, before you move in. You will be more happy and it will be much easier than trying to do it when it's fully furnished. I paint houses on the side...
References :
i've heard that also. but you know what, when we gutted the bathroom, we put up new drywall, primer and painted the wall 's blue. so i never under stood why you have to wait on new home but not when remodeling. i say paint the walls.
