If you are looking for eco-friendly, then you should go with milk paint. There is a wonderful color range, no fumes and it is washable. I'd recommend an eggshell finish for your walls. It is easier to wipe clean, but still gives you that matte finish you want. I just read your additional notes. Do you mean stucco coated? If so, I'll stick with my previous advice with one additional comment: use an oil-based primer on stucco, and apply it with a roller you don't mind throwing away so you don't have to clean it afterwards.
